UIL Agreement

This request is made with the full understanding of, and agreement to, the following:

Students going into the 10th or 11th grade must apply for a high school intra-district transfer during the transfer window, but need not apply for an additional transfer as long as the student remains enrolled in the requested high school.

*If any student requesting a transfer does not live in the high school attendance zone or did not attend a feeder junior high school, the student would, by local rule, have to sit out 365 days from the date of enrollment. Pay Close attention to this policy and contact your school if you have any questions. **Central JH students verify your feeder pattern as Central feeds in both high schools through attendance zones.

Please Note: The receiving principal, with the assistance of the Director of Athletics or Director of Visual & Performing Arts, shall render the decision with respect to the eligibility of a transfer student for participation in U.I.L. activities. Sections 440, 442, 443 and Appendix I of the UIL published Constitution and Contest Rules and local District Policies shall govern eligibility for activities at the high school level.

Any falsification of information shall cause the transfer of the student to be denied and/or revoked during the term of the transfer agreement. Parent(s)/Guardian(s) may be punished under the TEXAS PENAL CODE, CHAP. 37, Sec. 37.10.

Transportation shall not be provided by the district.

Student/guardian must obey all school rules and regulations as listed in the HEB Student Code of Conduct. Failure to do so may result in the principal revoking the transfer.

A parent/guardian is limited to submit one transfer request per school year.

Student Transfer Guidelines

Student must attend school regularly. Arrive and depart on time every day.
Student must maintain acceptable academic performance.
The principal shall review each application and consult with the principal of the student's attendance zone campus prior to finalizing his/her decision.
The principal shall render a transfer decision of acceptance or denial.
A denied transfer may be appealed by contacting the Assistant Superintendent of Secondary Administration to request a review by the Central Administration Review Committee. The appeal must be in writing.

The principal shall consider campus enrollment projection, and shall accept transfers at the time of student registration until 96% of the projected enrollment is reached. The 4% shall remain open for students who move into the attendance zone.

Interdistrict Transfer Guidelines

Conditions of Approved Transfers:
This request is made with the full understanding of, and agreement to, the following:

Inter-district transfers are for a period of one year.
You must re-apply for your transfer each year during the annual transfer window.
Transportation shall not be provided by the District.
Student/guardian must obey all school rules and regulations as listed in the HEB Student Code of Conduct.
Student must attend school regularly and arrive and depart on time each day.
Student must maintain acceptable academic performance.
A parent/guardian is limited to submit one transfer request per school year.
Student must satisfy all University Interscholastic League Rules and Regulations to be eligible in any and all UIL related activities.

Reasons for Denied/Revoked Transfers:
Reasons as stated in Board Policy FDB (LOCAL):

A student’s failure to abide by all communicated laws, policies, rules, and the Student Code of Conduct, or to exhibit poor attendance or poor academic performance.
Any falsification of information. Parent(s)/Guardian(s) may be punished under the TEXAS PENAL CODE, CHAP. 37 Sec. 37.10.
Class size exceeds district and/or state guidelines, facilities become overcrowded, or for reasons deemed to be in the best interest of the District or campus.
Exiting the “Schools of Choice” program for any reason (participant and any siblings affected).

May be valid through all grade levels at that campus as long as the parents and the student live within the HEB ISD District boundries, unless revoked for reasons listed.
Transportation shall not be provided by the District.
Student/guardian must obey all school rules and regulations as listed in the HEB ISD Student Code of Conduct.
Student must attend school regularly. Arrive and depart on time every day.
Student must maintain acceptable academic performance.
A parent/guardian is limited to submit one transfer request per school year.

Reasons for Denied/Revoked Transfers:
Reasons as stated in Board Policy FDB (LOCAL):
